Can I select completed to-dos, or ones hidden inside collapsed groups?

Yes. "Select all" reveals hidden completed items and expands every collapsed group first. With the marquee and Shift/Cmd-click you can only catch rows currently visible on screen, so expand groups or show completed items first if you want to include them.
