I emptied the Pushed folder right after pushing and nothing happened — why?

A just-pushed to-do still has a small device step queued behind it, and the delete can't land until that finishes. The "empty" action handles this for you by syncing first, then deleting, then syncing again — so give it a moment and it will clear.
