Can I lock a list by typing a padlock into its name myself?

No — it works in one direction only. A padlock you type into a list name on the device doesn't lock anything, and Relay will tidy it away on the next sync so the marker always tells the truth. To lock a list, use the padlock next to the list in Relay.
