Can I temporarily stop pushing to one app without disconnecting it?

Yes. Each app card has a "Push tasks" switch. Turn it off to pause hand-offs to that app while keeping it connected and configured. A paused app is also greyed out in the per-list "Push to" menu so you can't route a list to it until you turn it back on.
